it wont let me submit in any folders 
It should let you submit to "General"... I've tried it before and it works. Maybe you were trying to submit to another group into a folder you don't have permission to. Sorry if it doesn't work.

I'll check on it, i'm not sure what the other admin said, if anything I'll make a new folder.
